You don’t want to attempt to skirt any public water supply requirements. Two things will likely happen. One, you will be caught and shut down. Then you will be starting from scratch to develop an approved system which means all you spent circumventing the rules is lost and you will be doubly scrutinized going forward.
Two, before you get caught your system makes someone sick. You are then sued. You will lose and your insurance won’t cover the claim due to willfully negligence. This will force most people into bankruptcy.
Engineering for an approved public water system isn’t necessarily an extreme expense. I had one done a few years ago and it cost around $5000. The water system itself was a much greater expense.

To find an engineer I would start with your local well
Drillers and the local sanitarian for referrals.
