Bob, we have stayed at Elk Meadows a few times and really like it. Have never stayed at Spruce Lake, but only because it has always been full when we wanted to go. I am attaching a pic we took at Elk Meadows so hopefully you can get some idea of the site size. We were on the back row, right up against the road that enters Rocky Mountain National Park, but it wasn't noisy. Of course, the park entrance is closed at night, so no traffic out on the road then. The sites aren't paved, just dirt, but we really like this park. They have a very nice pool and general store also.
