Visit downtown Bay City. A beautiful small city on the Saginaw River with some nice shops and pubs. The best place to eat, a must-go to is H2O's riverfront bar and restaurant at I believe Monroe Harbor (across the river from downtown Monroe). Tip for Other Campers:
Go into Bay City. Only a few miles drive. Plenty of great restaurants. H2O, Tavern 101. One on each side of the river. Excited Goat Coffee is not down town, but also very good. Lots of free entertainment in Winona park. There is a River Walk along both banks of the Saginaw river, for miles. You can walk, cycle or fish. Very safe.
