No. Google would have given you multiple hits on this question.I would post the official link for the state park but RV Life doesn't allow links....

As others have mentioned the beach is not dog friendly but we found many other areas where our lab could play....

Liza Jackson Park in Fort Walton Beach is the closest public dog beach that I know of, and that is sound side. There's another one near the pier in Panama City, that one is on the ocean.. Panama City requires a leash (what's the point then?) I'm not sure about Ft. Walton. That is more local people, no one had their dog on the leash there. Florida is disappointingly lacking in off-leash dog beaches....
