Technically, the earliest you can check in is three. In reality, somewhere between two and three is acceptable. As far as the latest, if the gate is open you can check in....

Only occasionally have we been asked to wait for check-in to begin. Most of the time, if your space is open, most campgrounds don't have a problem letting you in early. Check-in ends whenever you get there....

Having hosted at COE campgrounds they usually lock the gate at 10PM. You do not have to be there at 3:00. If you arrive early you may have to wait for your site to become available....
