As a current camper at Twin Peaks, I think that this question would be best directed to the Park's NPS resident law enforcement Ranger(s) or to The Customs and Border Protection experts (Border Patrol). I do know that The Lukeville Border Crossing has recently reopened after a short shutdown to reallocate the Lukeville resources elsewhere temporarily....

Best to call the park directly for current information. We didn't have any trouble and drove down to "the wall". There are checkpoints on the highway but they just waved us through. (Gray haired caucasians) There are warnings not to pick up hitchhikers....

The campground is a 7 miles from the border (six as the crow flies). So, it is not right at the border. As REN3 suggested, if this is a very real concern, it would be best to contact the Border Patrol or the Park's Rangers....

We recently stayed at this (wonderful) campground for a week and thoroughly enjoyed it. Not once did we feel there was any kind of security risk or did we see people walking around that looked like they didn't belong....
