Basically yes or have some affiliation of government service. I am retired military but I don't know who can stay or not....

I know that you have to be in the military, a military retiree or a disabled veteran. I don't know what level of disability. To pay it safe, call them first....

You have to be active duty, retired, or have a service connected disability to get base access. Just veteran status will not do. Of course there are other options but if you don’t fit the first three then being a Medal of Honor recipient or a POW wouldn’t be either....
