No. It’s a 2 lane road for a good section leading into Solvang. It’s beautiful, but there is a medium sized hill to get into Solvang proper and the cars move fast between Buellton and Solvang. There are also a lot of wineries in the area, plus the bars in Solvang and Buellton, so you’ve got all the buzzed drivers in the late afternoon to contend with....

Apparently, there are both bike lanes and a separate bike path to accomplish this. Check out the santa barbara bike website. Www.sbbike.org...
